Non-negotiable boundary
Dashboard values are public-safe projections of repository evidence state. Agenda items are not decisions; decisions are not implementation; absent public evidence is not proof of absent Town capability.
The dashboard may summarize or route public-safe evidence. It must not expose restricted cyber, Water/SCADA/ICS, access-control, credential, tactical, protected backup, or other attack-useful details.
